The Africa region of the World Bank Group (WBG) is about to announce the opening of the application period for the 2025 WBG Africa Fellowship Program for Ph.D. candidates and recent Ph.D. graduates who are Sub-Saharan Africa nationals. Women are especially encouraged to apply. Through the fellowship, we aim to build the capacity of the next generation of African change makers in development research, policymaking and promote the goals of reducing poverty in the region.

Eligibility Requirements

Be a recent Ph.D. graduate (within three years of completion) or be enrolled in the last year of the Ph.D. program.
Have an excellent command of English, both written and verbal.
Possess strong quantitative and analytical skills.
Be 32 or under the age of 32 by January 2025.

Selection Process

Phase I: A short-list of candidates will be selected and made available for hire to the different units of the WBG depending on the applicants’ field of specialization and interest. Applicants will be notified about the status of their application or whether they have been shortlisted or not.

Phase II: The final list of fellows will be selected in consultation with the various units of the WBG. When the selection is complete, all shortlisted candidates will be informed of their selection status. Selected candidates will then be notified and, upon acceptance, be hired as short-term consultants for six months starting January 2025.

The program targets young talented African nationals who are completing or have recently completed their Ph.D. in an area relevant to the World Bank’s work. The fellowship program has been very successful since its inception, building a strong pipeline of young African talent interested in a career in development, in international institutions, African governments, think tanks, and academia.

The program offers selected fellows a six-month assignment at WBG offices in Washington D.C. or in country offices to gain hands-on experience in WBG operations. This includes knowledge generation and dissemination, design of global and country policies, and the building of institutions to achieve inclusive growth in developing countries. While benefitting from research and innovation in multiple sectors, fellows will also work on research, economic policy, technical assistance, and lending operations that contribute to the World Bank’s goals of eliminating poverty and increasing shared prosperity.

Requirements

To be considered you must be a Ph.D. candidate or recent graduate (within three years of Ph.D. completion) from Sub-Saharan Africa. See full eligibility criteria below.

The WBG’s Africa fellows have proven to be valuable resources for their hiring units. They contribute to the work program of their respective units and to the World Bank’s mission. In the process they (i) gain a better understanding of the World Bank’s operations; (ii) access quality data for their research; (iii) interact with and learn from seasoned experts in the field of development.

The 2020 WBG Africa Fellowship Program expects to host up to 15 fellows. This year, with the support of the Think Africa Partnership, a private sector window provides support for 10 additional fellowship positions with a special focus on private sector development and finance. The additional 10 fellows will work on improving the macroeconomic, business and financial frameworks to enhance private sector investment, strengthen economic policy making and ultimately promote economic growth across the region.

Eligibility Criteria

Be a Sub-Saharan national who are recent Ph.D. graduates, or current doctoral students within a year of completing or graduating from a Ph.D. program in all relevant field of development, including, but not limited to economics, education, health, governance, energy, agriculture, infrastructure and demography.
Have an excellent command of English, both written and verbal
Be under the age of 32 by the closing of the application period. Preference may be given to those born on or after Oct 1, 1988.

Selection Process

The deadline to submit applications is August 25, 2019. After applying online, the most suitable candidates will be identified, and their application packages forwarded to World Bank Africa Region managers and participating departments for consideration. Departments and managers will then indicate their preferences, as well as the project to be undertaken. Selected candidates will then be notified and, upon acceptance, will be hired as short-term consultants for a minimum of six months.

The fellowship period of engagement is January-June 2020.

This year, the program is run by the World Bank’s Office of Chief Economist for Africa in collaboration with the Fragility, Conflict & Violence (FCV) Unit. Started in 2013 by World Bank Africa Vice President Makhtar Diop, the World Bank Group Africa Fellowship Program aims to build a pipeline of Sub-Saharan African researchers and professionals, particularly women, who are interested in working in the development field at home or abroad, and in starting careers with the WBG. Many graduates of the fellowship program have gone on to join the WBG, and others have pursued promising development careers around the world.

Requirements:

Sub-Saharan nationals who are recent Ph.D. graduates, or current doctoral students within a year of completing or graduating from a Ph.D. program in the following fields: economics, applied statistics and econometrics, impact evaluation, education, health, energy, agriculture, infrastructure, demography, forced displacement, and all relevant development fields.

Candidates must:

be a recent PhD. graduate or be enrolled in an academic institution as a PhD. student and returning to university after the fellowship
have an excellent command of English, both written and verbal

Les doctorants ressortissants des pays d’Afrique subsaharienne, et en particulier les femmes, sont invités à postuler à un programme de recrutement proposé par la Région Afrique du Groupe de la Banque mondiale.

Les candidats sélectionnés effectueront une mission de six mois minimum au siège de la Banque mondiale basé à Washington ou dans l’une de ses antennes en Afrique subsaharienne, afin d’acquérir une expérience pratique des métiers du développement.

Ils travailleront sur des politiques économiques, des services d’assistance technique et des opérations de prêt en vue de mettre fin à la pauvreté et d’accroître le partage de la prospérité.

La Région Afrique du Groupe de la Banque mondiale relance un programme de recrutement spécifiquement destiné aux doctorants ressortissants des pays d’Afrique subsaharienne. L’objectif est de favoriser la diversité du personnel, un enjeu prioritaire aux yeux de l’institution comme à ceux de ses clients.

Instauré en 2013 à l’initiative du vice-président de la Banque mondiale pour la Région Afrique Makhtar Diop, ce programme vise à constituer un vivier de chercheurs et de professionnels issus de la diaspora africaine ; il s’adresse aux doctorants, et, parmi eux, tout particulièrement aux femmes, qui envisagent de travailler dans le domaine du développement, dans leur pays ou à l’étranger, et qui souhaiteraient intégrer le Groupe de la Banque mondiale. Parmi ceux qui faisaient partie de la première promotion, plusieurs ont été recrutés par le Groupe, tandis que d’autres ont entamé ailleurs des carrières prometteuses.

Le programme en bref

Les candidats sélectionnés effectueront une mission de six mois minimum au siège de la Banque mondiale basé à Washington ou dans l’une de ses antennes en Afrique subsaharienne, afin d’acquérir une expérience pratique des métiers du développement. Ils contribueront notamment à la production et la diffusion du savoir, à la conception de politiques publiques aux niveaux national et international, ainsi qu’au renforcement des institutions en vue de favoriser une croissance inclusive dans les pays en développement.

L’objectif du programme est de faire profiter les doctorants des fruits de la recherche et de l’innovation dans de multiples secteurs, tout en leur permettant de travailler sur des politiques économiques, des services d’assistance technique et des opérations de prêt en vue de mettre fin à la pauvreté et d’accroître la prospérité partagée. Une attention particulière sera portée aux travaux sur les États fragiles et touchés par des conflits.

Les candidats sélectionnés devront réaliser un projet de recherche et élaborer un rapport qu’ils présenteront au personnel du Groupe de la Banque mondiale. Les meilleurs travaux pourront faire l’objet d’une publication interne.

Qui peut postuler ?

Les doctorants ressortissants des pays d’Afrique subsaharienne ou titulaires récents (moins de deux ans) d’un doctorat dans les domaines suivants : économie, démographie, statistiques appliquées et économétrie, évaluation d’impact, éducation, santé, énergie, agriculture et infrastructure.

Les candidats doivent :

avoir obtenu récemment leur doctorat ou être inscrits dans un établissement d’enseignement supérieur qu’ils devront réintégrer à l’issue du programme ;
être âgés de moins de 32 ans ;
posséder une excellente maîtrise, orale et écrite, de l’anglais ;
posséder d’excellentes capacités analytiques et quantitatives.

Procédure de sélection

Après le dépôt en ligne des candidatures et la sélection des meilleurs dossiers, ces derniers seront soumis à l’examen des responsables de la Région Afrique du Groupe de la Banque mondiale et aux départements participant à ce programme, qui feront part de leur choix et du projet que les candidats sélectionnés devront entreprendre.

Les candidats sélectionnés se verront proposer un contrat de consultant à court terme d’une durée minimum de six mois. Outre les honoraires de consultant, ils bénéficieront de la prise en charge d’un billet d’avion aller-retour en classe économique pour Washington ou pour l’antenne du Groupe de la Banque mondiale concernée, ainsi que d’une assurance contre les accidents du travail.
