United Nations Peacebuilding Gender and Youth Promotion Initiative 2017: Call for Proposals.

The United Nations Secretary-General’s Peacebuilding Fund’s (PBF) Gender and Youth Promotion Initiative #GYPI is an expression of the Fund’s commitment to inclusive peacebuilding. It supports the empowerment of women and the advancement of gender equality and recognizes the role of young people as central to the relevance and effectiveness of PBF’s overall peacebuilding portfolio.

Through the initiative the PBF seeks to increase its impact and advance the implementation of the Secretary General’s Seven-Point Action Plan on Gender-Responsive Peacebuilding and Security Council resolutions on Women, Peace and Security, as well as Security Council resolution 2250 (2015) on Youth, Peace and Security.

Preference will be given to innovative projects that attempt to try out new, creative interventions and approaches. This could include projects focused on:

  • Facilitating women’s and/or young people’s access to decision-making bodies
  • Innovative ways to integrate gender and/or youth in justice and SSR processes
  • Natural resource management and climate change mitigation
  • Women’s and/or young people’s role in preventing violent extremism and terrorism (in line with Security Council resolution 2242 and 2250)
  • Projects involving the use of social media and innovative technologies, etc.

The call for proposals is open to UN Agencies, Funds and Programmes and CSOs in countries declared eligible by the Secretary-General to receive PBF funding in 2017:

  • Burundi
  • Central African Republic
  • Cote d’Ivoire

  • Guinea
  • Guinea Bissau
  • Kyrgyzstan
  • Sri Lanka
  • Liberia

For CSO applicants

In order to be declared eligible to receive PBF funds under GYPI 2017, CSOs must be assessed as technically, financially and legally sound by the PBF and its Agent and meet the following conditions (proof will be required at application stage 1):

  • Have previously received funding by the UN, the PBF, or any of the contributors to the PBF ( see guidance note )
  • Be registered as a non-profit, tax exempt organization (in both, the country where headquarter is located and in country of implementation)
  • Produce an annual report
  • Be able to provide audited financial statements of the last three years
  • Provide a letter from an external auditor
  • Have an annual budget a minimum of USD 300,000, and at least as much as the total budget of your project proposal
  • Have at least 3 years of experience in the country of proposal

The application process for GYPI will be conducted online for all applicants and will be structured in two stages:

Stage One

Applicants should register and submit their online application electronically. A Project Appraisal Committee (PAC) composed of PBSO and external experts will review the applications against the outlined criteria and invite selected ‘conditionally approved’ submissions to be developed into full proposals. Furthermore, PBSO will seek feedback on selected applications from the UN Resident Coordinator’s Office and the PBF Joint Steering Committee

Please note that applications for GYPI from both UN AFPs and CSOs can be submitted only through the online system. Proposals submitted by e-mail, regular post or any other channel will not be considered.

Stage two

UN entities and CSOs whose submission was selected during the first stage have six weeks to develop and submit a full project proposal (full proposal template will be shared with successful stage 1 applicants). The PAC will reconvene to review the full proposals and make its final selection of projects. All final project documents will be shared with the country’s mission to the UN by PBSO.

Timeline

Call for online applications 26 May 2017

Communication of conditional approval (and invitation to develop full stage 2 project proposal) or rejection of stage 1 applications by the Project Appraisal Committee (PAC) Last week of July 2017
Deadline for submission of full stage 2 project proposals 15 September 2017
Communication of final decision for stage 2 submissions by PAC 30 September 2017
Disbursement of funds (depending on successful legal and financial assessment by Administrative Agent, MPTFO) End of October 2017/early November

Please note: Decisions made by the Project Appraisal Committee and communicated by PBSO will be final and cannot be appealed in any way. PBSO also may adjust the timeline during the process.

UNOY Peacebuilders’ online training course Act on 2250 (Funded)

Are you a young peacebuilder who feels a strong commitment to building meaningful intergenerational partnerships for peace? Would you like to build your knowledge and skills to hold meaningful discussions with decision-makers? If so, UNOY Peacebuilders invites you to apply to participate in Act on 2250, an online training course, which will help you translating international policies into local realities. This training will be held online, starting on 3 July and ending on 1 September 2017.

On 9 December 2015 the UN Security Council adopted the resolution 2250 on Youth, Peace and Security. This was great news for young peacebuilders around the world, but a UN Security Council Resolution is not in itself a solution for the exclusion and underrepresentation of young people in peace processes. The calls made in the resolution have to be translated into reality, through institutional actors, but also through capacity development of young activists. We propose to help you with that by giving you the tools to localise the youth peacebuilding agenda. The 2017 Online Training on Localisation will sharpen your understanding of the political environment and power relations around youth participation in peacebuilding, build your skills in translating international policy into local reality in a youth-led way, and give you the tools to reach out and influence decision-makers.

The training will be led by trainers with extensive knowledge and experience of linking international policies to the local level, and it will include input from experts on youth peacebuilding as well as advocacy towards decision makers. Participants will have a central role during the training by sharing their own knowledge and ideas, and by applying what they’ve learnt in between sessions.

Requirements:

This training aims to empower young people to begin making use of UNSCR 2250. It is designed for participants with an interest in peacebuilding and strong commitment to translating the policy of UNSCR 2250 into practice.

UNOY Peacebuilders are therefore looking for participants between 18-30 years old, who:

  • are active within a youth organisation working on building peace or preventing violence – both UNOY Peacebuilders’ member organisations and non-member organisations aligned with the goals of UNOY Peacebuilders;
  • have some prior experience in the field of peacebuilding;
  • have a strong interest in building partnerships with stakeholders on local or national level;
  • are committed to multiply the outcomes of the training in their own work;
  • are fluent in English since the working language of the training will be English;
  • have an internet access at least once a week;
  • are ready to commit at least 3-4 hours per week for the entire duration of the course.

Priority will be given to participants who:

  • are currently active in an organisation, program or project in the above fields;
  • represent a UNOY Peacebuilders member organisation;
  • come from conflict and post-conflict communities, communities that experience high levels of direct violence and communities where violent extremism is on the rise.

Costs of the training are fully covered, there is no participation fee. Participants will need to ensure their own ability to connect to the internet.

United Nations Peacebuilding Fund Youth Promotion Initiative 2016

The Peacebuilding Fund (PBF) is pleased to announce the launch of the Fund’s
first Youth Promotion Initiative 2016 (YPI). The initiative is an expression of
the Fund’s commitment to inclusive peacebuilding, recognizing the role of young people
as central to the relevance and effectiveness of PBF’s overall peacebuilding portfolio.
Through this initiative, the Fund also seeks to advance the implementation of
the recently adopted Security Council Resolution 2250 (2015) on Youth, Peace and Security, which offers a new policy framework to support and engage young people as part of inclusive, participatory peacebuilding approaches.
Within this overarching mandate, the YPI aims to:
  • Strengthen the participation of young women and young men within existing peacebuilding initiatives on the ground and within the PBF portfolio at country-level;
  • Support innovative projects, focused on youth empowerment and participation,that have the potential for catalytic effects and peacebuilding outcomes;
  • Enhance support to youth civil society organizations, and facilitate their partnership with international NGOs, Government and UN entities active in their country;
  • Contribute to collective operational learning on youth-inclusive programming, through the gathering, analysis and dissemination of lessons learned and good practices.
Eligibility
The call for proposals is open to selected countries among those that have been declared eligible by the Secretary-General to receive PBF funding.
Application criteria:
  • Concept notes/project documents are prepared by UN entities and NGOs together with local partners in the programming countries. UN entities and NGOs must partner with national/ local NGOs/CSOs with demonstrated field presence and technical capacity to implement projects or project components in youth-inclusive peacebuilding. At least 40% of the budget should go to national NGOs/CSOs. UN entities and NGOs will be held accountable for funds disbursed to its partners for the implementation of the project.
  • Concept notes can be submitted in English or French.
  • The maximum amount of funding awarded per project will be US$1 million.
  • For NGO applicants,the minimum amount per project will be US$300,000.
  • For UN applicants, the minimum amount per project will be US$800,000.
  • Projects should be completed within 18 months of the operational start-up date. There is no minimum duration. Cost-and no-cost extensions will be considered upon request, on a case-by-case basis, for projects having demonstrated concrete results and clear, reasonable justification.
  • For UN applicants: the Fund will consider a maximum of two proposals per UN Country Team.
  • Concept notes should be submitted by the Co-Chairs of the Joint Steering Committee, along with a cover letter stating that the projects have been endorsed by the UNCT. Where there is no Joint Steering Committee in place, the concept notes should be submitted by the most-senior UN official in the country. PBSO will not accept proposals sent directly from individual UN entities. Joint submissions are encouraged.

Call for Application: National Forum on Youth, Women Peace and Security

The organisations – Hope for the Needy Association; Women for a Change; Youth Renaissance International – Cameroon; and Mandela Washington Fellows, are pleased to invite you to a two-day National Forum on Youth, Women, Peace and Security.
The purpose of this forum is to discuss and address the current security threats in Cameroon and make necessary recommendations for action in enhancing peace and security.The Forum will build on on-going efforts by a multiplicity of actors to decisively step-up public attention to women and young people’s contribution as well as help chart a common agenda for sustaining peace and security.

The forum is scheduled for September 11-12th in commemoration of the International Day of Peace. This will be celebrated under the theme: Enhancing Multicultural Dialogue for Peace and Security in Africa.

Venue of the Workshop will be communicated to all applicants by September 4th, 2015.

CRITERIA FOR YOUTH PARTICIPANTS

  • Selection Process: Participants will be selected on the basis of motivation and experience.
  • The organizers will ensure balance in terms of age, gender, geography and diversity among selected participants.
  • Age: youth participants should be between 15-35 years of age
  • Experience and Leadership: Participants must demonstrate leadership and interest in peace building, conflict management and resolution through examples of initiatives they have undertaken at the community or national level.
  • Networks: Participants must be members of or affiliated with civil society organizations, network or movement working with and for youth empowerment and development.
  • Participants must also be able to demonstrate innovations and creativity on how they can disseminate the outcomes of the meeting to a wider network.
  • Language: Working languages will be English and French.

LOGISTICS & SELECTION INFORMATION

  • Full and / or partial sponsorship will be awarded to 20 young people.
  • Leaders of Minority communities and indigenous groups are highly encouraged to apply.
  • Young people applying for sponsorship should fill the application form on or before 30th of August 2015.
  • All Applications must be completed by 4th of September 2015.

Once successful applicants are selected, the Forum planning committee will be in touch to confirm who has been selected to be sponsored. No additional application is needed for sponsorship inquiries.

Arrival and travel: All participants should plan to arrive on September 10th and to depart September 13th.

2015 Global Forum on Youth Peace and Security, Amman, Jordan ( 21-22 August 2015) – Fully Funded

The Global Forum on Youth, Peace and Security, hosted in Amman, Jordan on 21-22 August 2015, will bring together young people, youth-led organizations, non-governmental organizations, governments and UN entities to agree on a common vision and road map to partner with young people in preventing conflict, countering violent extremism and building lasting peace.

The Forum will last for two days and consist of two segments: a high-level policy segment during which participants will discuss key policy recommendations towards a new international agenda on youth, peace and security and a technical segment, dedicated to exchange of experiences and best practices. Topics include: youth leadership, governance and participation, post-conflict planning and financing, media and community, young women and shaping peace.  Half of the participants in the Forum will be young people .

Criteria:

Selection Process:

  • Participants will be selected on the basis of motivation and experience.
  • The organizers will ensure balance in terms of age, gender, geography and diversity among selected participants.
  • The majority of selected participants will represent an organization and come from communities or countries affected by conflict, going through a post-conflict process or facing widespread violence.
  • Age: youth participants should be between 15-35 years of age.
  • Experience and Leadership:  youth participants must demonstrate leadership in peacebuilding, reducing violence or countering extremism through examples of initiatives they have undertaken at the community or policy level in countries in conflict, post-conflict or with widespread violence.
  • Networks: youth participants must be members of or affiliated with a youth-led organization, network or movement or they must be able to demonstrate how they can disseminate the outcomes of the meeting to a wider network.
  • Commitment: youth participants must demonstrate commitment to nonviolence, peaceful and inclusive societies, the Universal Declaration of Human Rights and the Charter, Aims and Purposes of the United Nations.
  • Language:  youth participants must have an understanding of English, French or Arabic. All applications must be submitted in English, French or Arabic. Interpretation between English, Arabic and French will be provided during the Forum.

Logistics:

  • Scholarships for travel & participation: the travel, visa and accommodation of select youth participants will be covered.
  • Once successful applications are selected, the Forum planning committee will be in touch to confirm who has been selected to be sponsored. No additional application is needed for sponsorship inquiries.
  • Arrival and travel: Participants are expected to arrive August  20 and to depart August 23.
  • All participants must fly into Queen Alia International Airport in Amman, Jordan.
