2016 New Zealand Africa Development Scholarships for Study in New Zealand (fully Funded)

The New Zealand Aid Programme offers scholarships to people from eligible African countries who are motivated to make a difference at home.

In 2016 New Zealand Development Scholarships applications can be made online from 1st February 2016. Applications close on 30th April 2016. Any eligible country can apply online.

Qualification types

New Zealand Development Scholarships are available for the following qualifications:

Postgraduate Certificate (6 months)
Postgraduate Diploma (1 year)
Masters Degree (1 – 2 years)
PhD (up to 3.5 years)

Eligibility

Candidates must meet all the scholarship eligibility criteria including:

Be a minimum of 18 years of age at the time of commencing your scholarship.
Be a citizen of the country from which you are applying for a scholarship and have resided in that country for at least the last two years.
Agree to return to your home country for a minimum of two years on completion of the scholarship.

Eligible countries in Africa include: Algeria, Angola, Botswana, Cameroon, Djibouti, Egypt, Ethiopia, Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Seychelles, Sierra Leone, South Africa, Swaziland, Tanzania, Tunisia, Uganda, Zambia, Zimbabwe.

Preferences

Preference will be given to candidates who demonstrate strong academic ability, leadership qualities, and a commitment to the development of their home country.

Preference is also given to candidates who are 39 years of age or younger at the time of commencing their scholarship.

Preference will be given to candidates who apply to study in academic disciplines relating to one or more of the following:

Agriculture development

Agri-business management, agricultural economics, agricultural systems and management, rural development, domestic supply chains and distribution, Natural Resource and Environmental Management
Biology, vegetable production, livestock/animal husbandry, crop management, sericulture (silk production), forestry, fisheries, aquaculture, agricultural pest management
Phytosanitary, bio-security, biotechnology, agricultural trade,
Food production, food sciences/technology, post-harvest processing, food storage and packaging, food safety

Scholarship Worth:

Economy class air ticket for me by the most direct and economical air travel route between an international airport in my home country nominated by MFAT and an airport in New Zealand close to the Education Institution
Airport reception and accommodation on arrival;
Establishment allowance;
A stipend to meet basic living expenses for the duration of my scholarship;
Full cost of tuition fees including compulsory enrolment, orientation and student union fees (course-related costs are excluded);
A return, standard economy class air ticket if I am eligible for reunion travel or home leave entitlements (as determined by MFAT)
insurance which includes health care and travel cover;
For PhD awardees and Masters awardees where research comprises 120 credits or more of the Masters programme and as authorised by MFAT; a research and thesis allowance, and provision for overseas fieldwork travel to the home country; and
At the completion of my scholarship, an economy class air ticket f
or me by the most direct and economical air travel route from the international airport closest to my Education Institution to an international airport in my home country.

Step Three: Apply

If you are applying for a New Zealand Pacific Scholarship, New Zealand Development Scholarship, New Zealand ASEAN Scholarship and/or a New Zealand Regional Development Scholarship, please pick up an application form from the New Zealand High Commission or Embassy in your country.

Please submit your application to your nearest New Zealand Embassy or High Commission so that it arrives by the final closing date of 15 April 2016.

Documentation required

If you are successful in reaching the shortlist, you will be required to provide the following official documentation:

One of the following:
- Verified copy of passport
- Verified copy of birth certificate
- Verified copy of other official government issued ID
Verified copies of relevant academic transcripts
Verified copies of relevant completion certificates
Contact details of most recent employer + two most relevant other employers – does not apply to School Leaver applicants
A non-verified copy of an IELTS Test Report Form (TRF) which will be verified by MFAT online using the TRF Verification Service OR an original copy of a TOEFL test result form. Whichever is provided must have been completed in the last 24 months.

Also at the shortlist stage, you may be required to undertake aptitude testing. You will be notified if this applies to you.

As part of the CSFP programme, New Zealand offers New Zealand Commonwealth Scholarships to candidates from developing Commonwealth countries for postgraduate study (Master’s and PhD) in New Zealand universities on a contestable basis. New Zealand Commonwealth Scholarships are highly competitive and for top level graduates.

The Commonwealth Scholarship and Fellowship Plan (CSFP) is an international programme under which member governments offer scholarships and fellowships to citizens of other Commonwealth countries.

New Zealand Commonwealth Scholarships are funded the by the New Zealand Aid Programme and managed by the New Zealand Ministry of Foreign Affairs and Trade. The selection process in New Zealand is managed by Universities New Zealand.

New Zealand Commonwealth Scholars can only study at these New Zealand universities:

Eligible Africa Countries

Students of participating developing Commonwealth country can apply for this scholarship:

Africa: Botswana, Cameroon, Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Nigeria, Rwanda, Seychelles, Sierra Leone, South Africa, Swaziland, Tanzania, Uganda and Zambia.

Eligibility:

To be eligible to be considered for a Commonwealth Scholarship an applicant must:

Have citizenship of a participating developing Commonwealth country; permanent residents of a participating country are not eligible to apply;
Be residing in their country of citizenship, preferably for at least two years prior to application;
Not have citizenship or permanent residence status of New Zealand or Australia, or another developed country, except where their country does not issue passports and they hold a New Zealand passport (i.e. the Cook Islands, Niue or Tokelau);
Not be married or engaged to be married to a person who holds, or who is eligible to hold, citizenship or permanent residence status of New Zealand, Australia or another developed country, except where their country does not issue passports and they hold a New Zealand passport (i.e. the Cook Islands, Niue or Tokelau);
Be applying to commence a new qualification and not be seeking funding for one already commenced at PhD or Masters level;
Satisfy the admission requirements of the New Zealand university at which the qualification is to be undertaken, including English language criteria;
Have been working in their country of citizenship, preferably for at least two years prior to application;
Hold a first degree of upper second class Honours (or above); or a second class degree and a relevant postgraduate qualification, which will normally be a Master’s degree;
Be available to commence their academic studies in New Zealand at the start of the New Zealand academic year in February 2016;
Have already secured admission to their preferred New Zealand university; evidence of admission (eg. a letter of offer) is required with the application form; a conditional letter of offer from a New Zealand university is sufficient to allow an application to be accepted;

Scholarship value/inclusions:

The New Zealand Commonwealth Scholarships scheme funds tuition and enrolment fees, an establishment allowance, a basic stipend, approved scholarship-related travel, some course-related costs, and medical and travel insurance. Each Scholarship provides:

Travel: International, and New Zealand domestic, air travel at the start and end of the scholarship for awardee, and reimbursement of awardee’s visa costs. In addition, a reunion travel entitlement may be available to awardees who have left dependants in their home country.
Tuition Fees and other compulsory institutional course costs.
Postgraduate research and thesis allowance: An allowance of NZ$1,500, and a return economy airfare to awardee’s home country for overseas fieldwork, if research component is 50% or greater.
Medical and Travel Insurancee. Establishment allowance: NZ$3,000 paid on arrival in New Zealand to meet text book costs and to assist with other set up costs in New Zealand. At the beginning of each additional study year NZ$1,000 will be paid to cover the full year.
Living Allowance: The annual rate of NZ$21,580 (NZ$415 per week) is paid fortnightly and is a contribution to living costs for day-to-day expenses, including accommodation (rent or board), food costs, utility expenses (telephone, electricity etc.), transport, personal items, and course-related costs (stationery, field trips, workshops etc.).

The New Zealand Government is pleased to advise that the second round of New Zealand Development Scholarships is now open and we invite candidates to apply for postgraduate study in New Zealand.

Applications are invited from nationals of Algeria, Angola, Botswana, Cameroon, Djibouti, Ethiopia, Egypt, Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Seychelles, Sierra Leone, South Africa, Swaziland, Tanzania, Tunisia, Uganda, Zambia and Zimbabwe to undertake short term postgraduate studies (Postgraduate Certificates, Diplomas or Masters Degrees) of up to one year, commencing in Semester Two, July 2014, at Universities in New Zealand.

The New Zealand Government provides New Zealand Development Scholarships (NZDS) through the New Zealand Aid Programme within the Ministry of Foreign Affairs and Trade. The scholarships are available to eligible African applicants and will cover air travel, full tuition fees, an establishment allowance, and a living allowance to cover day to day costs in New Zealand.

The NZDS scheme aims to strengthen sustainable economic development in Africa by contributing to human resource development particularly:

Type and level of scholarships

NZDS are awarded for full-time, postgraduate level study (i.e. Postgraduate Certificates, Diplomas and Masters degrees) in New Zealand. The types of course include:

Semester-long Postgraduate Certificates,
Year-long Postgraduate Diplomas in areas such as Agricultural Science, Water Resource Management, and Geothermal Energy, and
Year-long Masters Degrees in subject areas such as Agri-Commerce, Resource Management, and Geothermal Energy.

Eligibility

To be eligible to be considered for a NZDS, applicants must:

Please complete two (2) New Zealand Development Scholarship application forms and attach copies of current curriculum vitae, notarised/certified copies of university certificates, transcripts and three
(3) reference letters, two (2) from academic referees and one work related, together with each application.
All application forms must be completed in English and failure to do so will lead to automatic disqualification. All supporting documents must be translated into English by an accredited translator. A 500 word statement summary in English of reasons for wishing to undertake postgraduate training in New Zealand and how the postgraduate training being sought will benefit your country must also be provided.

Applications are to be submitted to the New Zealand education institution of the applicant’s choice by 2 December 2013.

Applications received by each New Zealand education institution by 2 December 2013 will be assessed based on the selection and eligibility criteria. The education institutions will forward complete eligible scholarship applications to the New Zealand High Commission in Pretoria for final assessment. All candidates will be informed of the outcome of their scholarship application by March 2014. Short listed candidates may be required to undergo a telephone interview. If offered a New Zealand Development Scholarship, travel to New Zealand is subject to a visa being issued by Immigration New Zealand.

The Commonwealth Scholarship and Fellowship Plan (CSFP) is an international programme under which member governments offer scholarships and fellowships to citizens of other Commonwealth countries. The CSFP was established at the first Commonwealth education conference in 1959 and is reviewed by education ministers at their triennial meetings – the only scholarship scheme in the world to receive such high-level recognition.

As part of the programme New Zealand offers Commonwealth Scholarships for Master’s and PhD study.

Commonwealth Scholarships awardees can only study at these New Zealand universities:

Each Commonwealth government has designated a national agency for the operation of Commonwealth Scholarships.

Please contact the national agency in your home country for more information about applying for a Commonwealth Scholarship in another Commonwealth country. Please note, however, that not all national agencies will be invited to nominate candidates for all Commonwealth Scholarships offered.

Applicants must submit their applications to the Nominating Agency in their country . It is essential that each applicant includes with their application a letter of offer from their preferred New Zealand university.

Each Nominating Agency will set their own country deadline for the receipt of applications. Nominating Agencies are aware that their nominations must be received by Universities NZ in Wellington, New Zealand no later than 31 July 2013.

The New Zealand Development Scholarships are funded by the New Zealand Aid Programme, the New Zealand Government’s overseas aid and development programme. They are managed by the New Zealand Ministry of Foreign Affairs and Trade (MFAT).

The purpose of the scholarships is for candidates to gain knowledge and skills through post-graduate study in specific subject areas which will assist in the development of their home country. Awardees are required to return to their home country for at least two years after the completion of their scholarship to apply these new skills and knowledge in government, civil society, or private business organisations.

The scholarships are offered for full-time, tertiary level study (Postgraduate Diploma, Masters, or PhD) at participating education institutions.

What the scholarship offers

New Zealand has first-rate education institutions that offer world-recognised qualifications. Successful applicants will have access to excellent academic knowledge in quality facilities.

The scholarships include financial support for tuition, living costs while in New Zealand, and airfares.

The partners of students are eligible for a work visa that allows them to live and work in New Zealand for the duration of their partner’s study.

General eligibility criteria

Applicants must meet the following New Zealand Development Scholarships eligibility criteria before their application will be considered against the selection criteria, including any region-specific criteria. Applicants are expected to continue residing in their home country during the Scholarship application and selection process.

To be eligible, you must:

be a citizen of an New Zealand Development Scholarships participating country (permanent residents are not eligible to apply)
be residing in your country of citizenship, preferably for at least two years prior to application
not have citizenship or permanent residence status of New Zealand, Australia, or another developed country*
not be married or engaged to be married to a person who holds, or who is eligible to hold, citizenship or permanent residence of New Zealand, Australia or another developed country
be aged 17 or over before the scholarship start date
be applying to commence a new qualification and not be seeking funding for a qualification already in progress in New Zealand or another country†
not have completed, or nearly completed, a qualification at a similar level (i.e. applicants must apply for a higher level qualification than any previously attained), unless strong developmental relevance is demonstrated
satisfy the admission requirements of the New Zealand education institution at which the qualification is to be undertaken, including English language criteria
have been working in your home country since completing their highest tertiary qualification gained to date, preferably for at least two years prior to application
be able to demonstrate a strong commitment to the relevant sector in your home country, and to your country’s development in general
be able to take up the scholarship in the academic year for which it is offered.

* A developed country is defined as a country not included on the OECD’s Development Assistance Committee’s list of aid recipients.

† Students will not be funded to continue a qualification they have started outside their home country. The funding of qualifications being studied in the home country by self-sponsored, part-time students will be considered on a case-by-case basis.

You are not eligible if you:

are studying full-time at post-secondary level
are transferring from another tertiary scholarship (either in New Zealand or in another country) to a New Zealand Development Scholarship
hold, or have held, a New Zealand Government or Australian Government scholarship in the 24 months preceding the scholarship start date, or have been terminated from a New Zealand or Australian Government scholarship previously.

If offered a scholarship, you must:

be able to satisfy Immigration New Zealand requirements for international student entry to New Zealand (i.e. medical checks, police clearances/character checks, etc.)
not hold another scholarship during the period of the New Zealand Development Scholarship
agree in writing that you will return to their home country for a minimum period of two years following completion of their scholarship in order to contribute to their country’s social or economic development.

English language requirements

New Zealand tertiary education institutions set their own admission requirements for English language proficiency. All applicants should check the IELTS (International English Language Testing System, academic stream) or TOEFL (Testing of English as a Foreign Language) score required for admission to their selected New Zealand education institution. As a guide, most New Zealand education institutions require a minimum IELTS score of 6.5, with no band less than 6.0, for postgraduate level study. Some postgraduate qualifications may require a higher score.

Candidates must provide the original copy of their IELTS or TOEFL exam result as a pre-condition of placement. Results must be no older than 24 months at the time of the scholarship start date.

Candidates who show particularly strong developmental relevance and applicability may be able to receive three months’ English language training in New Zealand prior to starting their main academic qualification. Candidates with IELTS of 6.0 overall, with no band less than 5.5, should therefore still consider applying.
