Flemish Ministry of Education and Training Master Mind scholarships 2021/2022 for study in Belgium

The Flemish Ministry of Education and Training awards scholarships to highly talented international students who want to study a master’s programme at a Flemish university, a school of arts or the Antwerp Maritime Academy.

The Flemish Ministry of Education and Training awards scholarships for master’s programmes in Flanders and Brussels to outstanding students from around the world. A Master Mind Scholarship includes a grant of €8 200 + a tuition fee waiver per academic year (60 ECTS). Master Mind Scholarship holders only pay an administrative enrolment fee. The grant is paid in instalments and covers accommodation costs, insurances and a significant amount of their living expenses. If you are interested, you first need to apply to one of the Flemish host institutions that participates in the Master Mind Scholarship Programme.

Details

  • The duration of mobility is one academic year for a master’s programme of 60 ECTS and two academic years for a master’s programme of 120 ECTS.
  • The incoming student is awarded a maximum scholarship of €8 200 per academic year according to the details mentioned in the section Payment of the scholarship.
  • If a student completes a one-year Master programme, but does not obtain the Master degree at the end of the academic year in 2022 (July or September) the final installment of €1 200 will not be awarded.
    In case of a two-year Master Programme at least 54 ECTS must be obtained in the first academic year in 2022 (July or September) to be able to receive the final installment of €1 200 of the first year and to be entitled to the scholarship for the second academic year.     Exceptions to this rule can only be granted by VLUHR in agreement with the hosting institution and the Department of Education and Training.
  • The host institution can ask the applicant for a tuition fee that equals the lowest rate of the yearly tuition fee for a student who receives a study grant from the Flemish government. The rate for the academic year 2021-2022 is €113.20. This rate may increase slightly from year to year.
  • If a student loses his/her scholarship, the student will have to pay the
    full tuition fee if he/she wants to continue the programme without the
    scholarship.
  • There are a number of scholarships reserved for students from certain countries: Japan (3), Mexico (3), Palestine (2) and USA (5). These countries are priority countries for the Flemish government. If a scholarship is not taken up, it is awarded to the candidate ranked highest by the Flemish selection committee.
  • Students should not combine this scholarship with another scholarship from the Flemish government or an Erasmus Mundus Scholarship.
  • Upon completion of the mobility, all students are expected to submit an essay and fill in a short questionnaire about their mobility.
  • A maximum of 20 applications can be submitted per Flemish higher education institution.

Eligibility Requirements

  • The applicant applies to take up a master’s degree programme at a Flemish higher education institution.
  • The applicant should have a high standard of academic performance and/or potential:
  • The student has a good knowledge of the English language:
    • An overall minimum band score of 7.0 on the IELTS test
    • A minimum total score of 94 on a TOEFL test
    • A C1 level of the Common European Framework of Reference
    • Or a similar result in another official language test (recognized by the host institution)
    • Online language tests of IELTS and TOEFL will also be accepted:
  • Students who apply for a master’s programme at a school of arts have at least:
    • An overall band score of minimum 6.5 on the IELTS test
    • A minimum total score of 90 on the TOEFL test
    • A B2 level of the Common European Framework of Reference
    • Or a similar result in another official English language test (recognized by the host institution)

How to Apply

  • STEP 1 Check if you are eligible to apply and if the Flemish institution of your choice participates in the Master Mind Scholarships
  • STEP 2 Submit your application to the host institution
  • STEP 3 The host institution preselects the eligible applications
  • STEP 4 The host institution starts the application procedure for the Master Mind Scholarship by creating your application file in the Mobility-Online application tool
  • STEP 5 You receive an email generated by the Mobility-Online tool notifying you of being preselected for a Master Mind Scholarship
  • STEP 6 You register in the Mobility-Online tool and complete your application file in the Mobility-Online tool before the deadline. Documents to be uploaded:
    • Passport photo
    • International passport or national ID
    • A Curriculum Vitae (including your American GPA out of 4.0 and if applicable your publications, academic awards, previous scholarships, etc.)

    • Transcript of records; if written in a language other than Dutch, French, German or English, a certified translation must be enclosed.
    • English language test results or letter of exemption provided by the host university
    • Letter of motivation written in English
    • Two letters of recommendation from professors of your (previous) home university, university of applied sciences (and arts) or recent employer written in English.
    • Copy of acquired diploma(s); if written in a language other than Dutch, French, German or English, a certified translation must be enclosed.
  • STEP 7 The host institution validates and submits the completed application file in the Mobility-Online tool before the deadline of midnight on April 30, 2021 GMT+1. Applications validated submitted after midnight on April 30, 2021 GMT+1 will not be accepted.

Government of Flanders Master Mind Scholarships Programme 2018/2019 for study in Belgium.

The Flemish Ministry of Education awards scholarships to outstanding students for Master programmes in Flanders and Brussels. The programme aims to promote Flanders and Brussels as a top study destination.

Applications will be accepted from all Flemish universities, Schools of Arts and the Antwerp Maritime Academy. It is estimated that 30 to 40 international excellent students can benefit from the Master Mind Scholarships 2018-2019.

Eligibility Requirements:

The applicant applies to take up a Master degree programme at a higher education institution in Flanders (hereafter ‘Host institution’).

The applicant should have a high standard of academic performance and/or potential:
o The student has a Grade Point Average of 3.0 out of 4.0: https://www.foreigncredits.com/resources/gpa-calculator/
o The student has a sufficient knowledge of the English language:
o an overall band score of minimum 7.0 on the IELTS test;
o a minimum total score of 100 on a TOEFL test;
o a C1 level on the Certificate in Advanced English (CAE);
o or a similar result in another official language test.
Students who apply for a Master programme in Arts have at least:
o an overall band score of minimum 6.5 on the IELTS test;
o a minimum total score of 90 on the TOEFL test;
o a B2 level on the Certificate in Advanced English (CAE);
o or a similar result in another official English language test.

  • The Host institution also performs an academic check of the student’s file. The student has to be accepted by the Host institution to be able to receive the scholarship even if the Host institution’s decision is taken after awarding the scholarship to the student.
  • All nationalities can apply. The previous degree obtained should be from a higher education institution located outside Flanders.
  • Students who are already enrolled in a Flemish higher education institution cannot apply
  • Student mobility during the master programme is allowed. However, at least half of the credits of the master programme must be obtained at the Flemish Host institution.

Modalities

  • The duration of mobility is minimum 1 academic year (60 ECTS) and maximum the full duration of the master programme (120 ECTS).
  • The incoming student is awarded a maximum scholarship of €8.000 per academic year according to the modalities mentioned in the appendix 1 Payment of the scholarship.
  • The Host institution can ask the applicant for a tuition fee that equals the rate of the yearly
    tuition fee for a student from who receives a study grant from the Flemish Government. The
    rate for the academic year 2018-2019 is €108,8. This rate may increase slightly from year to year. The exact applicable rate for 2019-2020 will be communicated to the Master Mind
    beneficiaries before the 1st September 2019.
  • There are a number of scholarships reserved for students from certain countries: Japan (3),
    Mexico (3), USA (5). These countries are priority countries for the Flemish government. If these numbers of scholarships are not taken up, they will be awarded according to the ranking of the candidates as decided by the Flemish Selection committee.
  • Students should not combine this fellowship with another scholarship from the Flemish
    Governement.
  • Upon completion of the mobility all students are expected to submit an essay for which a
    format is provided and to fill in a short questionnaire about their mobility.
  • A maximum of 20 applications can be submitted per higher education institution.

Application
Step 1: The applicant submits his/her application to the Host institution. Beware of internal
deadlines set by the Host institution; some institutions have as deadline 15th February 2018!
Step 2: The Host institution accepts the application of the candidate.
Step 3: The Host institution starts the application procedure for the Master Mind scholarship by
creating the candidate’s application file in the Mobility-Online tool.
Step 4: The applicant receives an email generated by the Mobility-Online tool notifying him/her of being preselected for a Master Mind scholarship.
Step 5: The applicant registers in the Mobility-Online tool and completes his/her application file in the Mobility-Online tool before the deadline.

Documents to be uploaded:
– Passport photo
– International passport or national registration card
– Transcript of records; if written in another language than Dutch, French or English, a certified
translation must be enclosed.
– English language test results or Letter of exemption provided by the Host university
– Letter of motivation written in English
– Two letters of recommendation from professors of your (previous) Home university, University
of Applied sciences, School of Arts or recent employer written in English.
– Copy of acquired diploma(s); if written in another language than Dutch, French or English, a
certified translation must be enclosed.
– Three reasons of motivation for submission (at least 150 words) of the candidate’s file
formulated by the Host institution in English; format: entry box in the application form or a
separate document.

Step 6: The Host institution validates and submits the completed application file in the Mobility-
Online tool before the deadline of midnight 30th April 2018 GMT+1. Applications validated submitted after midnight 30th April 2018 GMT+1 will not be accepted.

Selection
In collaboration with the Flemish Ministry of Education, a Selection Committee will make the
selection after the application deadline, based on the following criteria:
o the quality of the applicant’s motivation (30 points);
o the applicant’s previous study results in the Transcript of records (30 points);
o the reasons for recommending the applicant in Recommendation letter 1 (10 points);
o the reasons for recommending the applicant in Recommendation letter 2 (10 points);
o motivation for submission by the Host institution (10 points);
o top talent profile of the applicant (10 points).

Government of Flanders Master Mind Scholarships 2017 Fellowship Programme for Excellent Students

The Government of Flanders awards up to 45 scholarships to outstanding Master students. The programme aims to promote the internationalization of the Flemish Higher Education, as stated in the Action Plan for Student Mobility, Brains on the Move (September 2013).
The Flemish host institution applies on behalf of the student.
General eligibility requirements

  • The applicant applies to take up a Master degree programme at a higher education institution in Flanders (hereafter ‘Flemish host institution’).
  • The applicant should have a high standard of academic performance and/or potential. He/she meets all academic entrance criteria, including relevant language requirements, for entering the Master programme in question offered by the Flemish host institution.
  • All nationalities can apply. The previous degree obtained should be from a higher education institution located outside Flanders.
  • Students who are already enrolled in a Flemish higher education institution cannot apply.

Modalities

  • The duration of mobility is minimum 1 academic year and maximum the full duration of the master programme. If the student obtains less than 45 ECTS in the first year, then he/she loses the scholarship in the second year.
  • The incoming student is awarded a scholarship of maximum €7.500,- per academic year.
  • The Flemish host institution can ask the applicant for a tuition fee of maximum €105,- per year, which equals the rate of the yearly tuition fee for a student from an underprivileged group
  • The Flemish Host Institution submits the application on behalf of the student. The host university or host university college also performs an academic check of the student’s file. If a scholarship is awarded to a student, the scholarship can be cancelled if the student is not accepted by the host university/university college on basis of academic grounds.
  • The program holds for all study areas.
  • There are a number of scholarships reserved for students from certain countries: Japan (3), Mexico (3), USA (5). If these numbers of scholarships are not taken up, they will be distributed among the other candidates.

The application needs to be submitted online by the Flemish host institution.

The deadline for applications by the Flemish host institution is 30th April 2017.
Beware of internal deadlines set by the Flemish host institution.
Selection
A Flemish selection committee awards the scholarships, in cooperation with the Flemish Department of Education and Training.

Flemmish Government Master Mind Scholarships Fellowship Programme 2016/2017 for Study in Belgium

The Government of Flanders awards up to 45 scholarships to outstanding Master students. The programme aims to promote the internationalization of the Flemish Higher Education, as stated in the Action Plan for Student Mobility, Brains on the Move (September 2013).

The Flemish Government is the executive branch of the Flemish Community and the Flemish Region of Belgium. It consists of a Government cabinet, headed by the Minister-President and accountable to the Flemish Parliament, and the Public Administration (civil service) divided into 13 policy areas, each with an executive department and multiple agencies.

The eligible applicant must be registered as a full-time Student at a higher Education institution at the moment of application. Most institutions require proof of Dutch language proficiency for the programmes taught in Dutch and a preliminary language test for the Programme taught in another language.

The Flemish Host institution applies on behalf of the student.

•    The applicant should have a high standard of academic performance and/or potential. He/she meets all academic entrance criteria, including relevant language requirements, for entering the Master programme in question offered by the Flemish Host Institution.
•    The Home Institution of the applicant and the Flemish Host Institution have signed a cooperation agreement.
•    Students from all countries can apply. The Home Institution is located outside of Flanders.

Modalities

•    The duration of mobility is minimum 1 academic year and maximum the full duration of the master programme. If the student obtains less than 45 ECTS in the first year, then he/she loses the scholarship in the second year.
•    The incoming student is awarded a scholarship of maximum €7.500,- per academic year.
•    The Flemish Host Institution can ask the applicant for a tuition fee of maximum €105,- per year, which equals the rate of the yearly tuition fee for a student from an underprivileged group.
•    The Flemish Host Institution submits the application, on behalf of the student. If a scholarship is awarded to the student, then the Flemish Host Institution is committed to accept the student.
•    The program holds for all study areas.

The deadline for applications by the Flemish Host Institution is 31st March 2016.
