French Government 2023 “Liberty, Equality, Fraternity” Human Rights Prize

Applications are now open for the 2023 “Liberté-Égalité-Fraternité” Human Rights Prize of the French Republic.

This Prize is awarded in recognition and support for the completion of individual or collective projects carried out in the field, in France or abroad, regardless of nationality or borders, to promote and protect human rights anywhere in the world.

2023 theme

This year’s Prize will be awarded under the theme “Defending the environment and water access”.

Applications will be accepted from individuals and non-governmental organisations with one or more field projects aimed at:

  • Promoting the work of environmental defenders or ensuring their protection;
  • Promoting effective access to quality drinking water and effective sanitation;
  • Monitoring of water resources in the long term, with the potential to foster better distribution of usages in line with resources.

Projects including a gender perspective or aimed at ensuring the access of vulnerable or disadvantaged persons to their rights will be prioritized, with a focus on fighting exclusion.

Award ceremony

The five prize winners will be invited to Paris for the official ceremony. They will receive a medal and share a total sum of €70,000, awarded by the CNCDH and to be used to implement their projects. They may introduce themselves as 2021 laureates of the Human Rights Prize of the French Republic.

Five runners-up will be awarded a “special mention” medal by the French ambassador in their country of origin.

Application Procedure:

Application

The application must be written in French and include:

  1. A letter of application presented and signed by the president or legal representative of the NGO concerned, or by the individual candidate;
  2. The application form can be downloaded below and on the CNCDH website.
  3. This form should present, in detail, the actions conducted by the association or individual.
  4. A presentation of the NGO (statutes, operations, etc.), where appropriate.
  5. The postal address and bank details of the NGO or individual candidate.

Candidates must send their complete application by the deadline of 15 October 2023 to the Secretariat-General of the CNCDH:

French Government 2021 “Liberty, Equality, Fraternity” Human Rights Prize

Applications are now open for the 2021 “Liberté-Égalité-Fraternité” Human Rights Prize of the French Republic, awarded by the Prime Minister of the French Government.

This Prize, created in 1988, is awarded in recognition and support for the completion of individual or collective projects carried out in the field, in France or abroad, regardless of nationality or borders, to promote and protect human rights.

2021 themes

Non-governmental organizations and individual candidates, regardless of nationality or borders, should submit an application corresponding to one of the two themes for 2021. This application should contain field activities or a project to be implemented in France or abroad.

Theme 1: COVID-19 and defending human rights.
The global public health crisis has shed harsh light on the particular difficulties faced by vulnerable or disadvantaged populations when it comes to real fulfilment of human rights enshrined in international instruments.

Theme 2: Education, a common good and a fundamental right
Education is not only a fundamental human right. It is also a right of which the fulfilment directly impacts all other rights. Education is one of the most powerful tools for socially excluded children and adults to escape poverty, facilitating inclusion in society. It reduces the inequalities that affect girls and women.

The COVID-19 pandemic has caused an unprecedented crisis for education systems, disrupting the lives of almost 1.6 billion schoolchildren and students in more than 190 countries, across all continents. According to a United Nations report, the closure of schools and other places of learning affected 94% of people in education worldwide, and up to 99% in low- and lower-middle-income countries.

Award ceremony

The five prize winners will be invited to Paris for the official ceremony. They will receive a medal and share a total sum of €70,000, awarded by the CNCDH and to be used to implement their projects. They may introduce themselves as 2021 laureates of the Human Rights Prize of the French Republic.

Five runners-up will be awarded a “special mention” medal by the French ambassador in their country of origin.

French Government 2019 “Liberty, Equality, Fraternity” Human Rights Prize

Applications are now open for the 2019 “Liberty, Equality, Fraternity” Human Rights Prize of the French Republic, awarded by the Prime Minister of the French Government.

This Prize, created in 1988, is awarded in recognition and support for the completion of individual or collective projects carried out in the field, in France or abroad, regardless of nationality or borders, to promote and protect human rights.

1 – Non-governmental organizations (NGOs) and individual candidates, regardless of nationality or borders, should present an application on one of the two themes for 2019.
This application should include a field initiative or project to be implemented in France or abroad.

• Theme 1: young human rights defenders

Thirty years ago, the United Nations General Assembly adopted the Convention on the Rights of the Child. To mark this occasion, the French National Consultative Commission on Human Rights (CNCDH) has decided to honour initiatives by young human rights defenders, working individually or collectively to promote and defend human rights.

The expression “human rights defender” designates anyone who works individually or in association with others to promote or protect human rights. Article 1 of the Declaration on Human Rights Defenders (General Assembly Resolution A/RES/53/144 adopted on 9 December 1998) states that “everyone has the right, individually and in association with others, to promote and to strive for the protection and realization of human rights and fundamental freedoms at the national and international levels.”

A human rights defender is someone who defends a fundamental right in their own name, or in the name of another person or group of persons. Human rights defenders seek the promotion and protection of civil and political rights, as well as the promotion, protection and realization of economic, social and cultural rights.

Although the Declaration on Human Rights Defenders does not define the special qualification required to be a human rights defender – everyone may be a defender if they so wish and act as such – it does affirm in no unclear terms that defenders have a number of responsibilities which candidates must fulfil:
  Human rights defenders must accept the universality of human rights as defined in the Universal Declaration of Human Rights.
  Human rights defenders must conduct non-violent actions.

A young human rights defender is someone aged under 18 (pursuant to Article 1 of the Convention on the Rights of the Child). The situation of young defenders, who face a growing number of attacks and threats around the world, has been highlighted by the UN Special Rapporteur on Human Rights Defenders and the UN Committee on the Rights of the Child.
The Human Rights Prize will reward and honour the actions of one or several young defenders.

• Theme 2: the duty of brotherhood

Article 1 of the Universal Declaration of Human Rights states that “All human beings […] should act towards one another in a spirit of brotherhood.” This brotherhood involves recognizing the inherent dignity of all members of the human family. Brotherhood and dignity are central to the universality of human rights.

Because the principle of brotherhood is based on the idea of human dignity, it means acting with solidarity, respect for others, tolerance, and goodwill. It means rejecting discriminatory attitudes (especially those that could lead to racist behaviour), shunning hatred and refusing to act against someone due to their age, gender, or social, ethnic or religious background. As such, brotherhood has an altruistic dimension, and includes the ability to recognize, accept and welcome the uniqueness of other human beings.

With this in mind, applications are open to individuals or NGOs that run one or more projects seeking to address humanitarian needs, providing relief and assistance to people in need, whoever they are, particularly by extending an unconditional welcome.

Projects may also include advocacy initiatives or efforts to defend the duty of brotherhood and the freedom to provide assistance for humanitarian purposes, regardless of origin, religion, social background or administrative status.

· Theme 1: freedom of information, freedom of the press and journalism

· Theme 2: promotion and protection of sexual and reproductive rights

Projects could also involve actions aimed at developing sex education initiatives or
information programmes on sexual and reproductive health, whatever the gender and sexual orientation and identity of the target audiences. Lastly, projects fostering the inclusion of sexual minorities and promoting everyone’s right for respect for their physical integrity and the choice of their partner and sexual orientation could also be eligible.

2 – Five prize winners will be invited to Paris for the official ceremony. They will receive a medal and share a total sum of €70,000, awarded by the French National Consultative Commission on Human Rights.
Five runners-up will be awarded a “special mention” medal by the French ambassador in their country of origin.

The French Republic’s 2015 “Liberty, Equality, Fraternity” Human Rights Prize, awarded by the Prime Minister of the French Government, is now open for applications.

This prize, created in 1988, is awarded for individual or collective action on the ground, irrespective of nationality or borders, undertaken in France or abroad, with respect to one of two themes, as chosen.

Non-Governmental Organizations (NGOs), regardless of nationality and borders, should present an action carried out in the field or an implemented project, in France or abroad, on one of the two themes for 2015, namely “The dangers of Internet for human rights” and “The environment and human rights”.

Five laureates will share the overall prize of €70,000 allotted by the Prime Minister of the French Republic.

Theme 1: The dangers of Internet for human rights

Winning projects could involve on concrete actions on the ground to promote Internet access for the most disadvantaged, or projects highlighting the dangers and risks of mass surveillance. Prizes may also be awarded for projects enabling human rights defenders to protect their data, or projects aimed at the development and training of bloggers.

Theme 2: The environment and human rights

Winning projects may involve concrete actions on the ground aimed at promoting the issue of human rights obligations to ensure people enjoy a safe, clean, healthy and sustainable environment.

Prizes may also be awarded for advocacy aimed at supporting and enhancing the framing of environmental policies, particularly as regards environmental protection, or projects promoted by local communities aimed at combating plans for deforestation or extractive industries that undermine the possibilities for communities to enjoy their rights
in a clean, healthy and sustainable environment.

Prize:

  • Five laureates will share the overall prize of €70,000 allotted by the Prime Minister.
    A “special mention” will be conferred on the five runners-up. Applications must comply with the prize regulations.

Application Process:

The application must be written in French and include:
a) a letter of application presented and signed by the president or legal manager of the NGO concerned;
b) a dossier presenting the goal and description of the operation or project submitted, in detail. It must include a precise budget (with an equivalent sum preferably in euros);
c) a presentation of the NGO concerned (statutes, operations, etc.);
d) the postal address and bank details of the NGO.
Candidates must send their complete application without fail, before the final date of receipt on 24 September 2015, to the Commission’s Secretariat (Secrétariat-Général de la Commission nationale consultative des droits de l’Homme, 35 rue Saint-Dominique, Paris 75007, France). or by email to: [email protected] AND [email protected]

Following the announcement of the results by the jury, the 2015 Prize will be presented by the Prime Minister in a formal ceremony in Paris around 10 December 2015.
