2014-2015 Reagan-Fascell Democracy Fellowship Programme.

Named in honor of NED’s principal founders, former president Ronald Reagan and the late congressman Dante Fascell, the Reagan-Fascell Democracy Fellows Program is funded by the U.S. Congress to enable democratic practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change.

Reagan-Fascell Democracy Fellows maintain full-time residence at the International Forum for Democratic Studies, NED’s research arm located in Washington, D.C. Dedicated to international exchange, the program offers a collegial environment for fellows to reflect on their experiences and consider lessons learned; conduct research and writing; develop contacts and exchange ideas with counterparts in Washington, D.C.; and build ties that contribute to the development of a global network of democracy advocates.

The Forum hosts 16 to 20 Reagan-Fascell Fellows per year, divided into two five-month sessions:

2014–2015 Fellowship Sessions:

Spring 2015 Session:
March 1—July 31, 2015

The program offers two tracks, a practitioner track and a scholarly track.

The Practitioner Track

The Reagan-Fascell program was established primarily to support democratic activists, human rights advocates, journalists, and others who work on the front lines of democracy promotion in emerging and aspiring democracies. The program seeks to provide experienced activists with an opportunity to reflect on their work, learn from counterparts in the United States, and reevaluate techniques for building democracy in their country of origin. Fellowships on the practitioner track typically culminate in a strategy memorandum, short article or op-ed, and a formal presentation of the fellow’s analysis and ideas.

The Scholarly Track

Recognizing the importance of intellectual contributions to the theory and practice of democracy, the program offers a scholarly track principally for professors and researchers from emerging and aspiring democracies. Accomplished scholars from established democracies are also eligible to apply. Applicants are expected to possess a Ph.D., or academic equivalent, at the time of application, and to have developed a rigorous research outline. During their stay at the Forum, scholars make at least one formal presentation and complete a substantial piece of writing (a monograph or book) for publication.

Facilities and Services

Each fellow receives a monthly stipend for living expenses, plus health insurance and reimbursement for travel to and from Washington, D.C., at the beginning and end of the fellowship period. Fellows also receive a fully equipped office and research support through the Forum’s Democracy Resource Center and the Research Associates Program.

While in residence at the Forum, fellows have the opportunity to interact with staff and other visiting scholars and activists in the collegial environment at NED, and with the policy, media, and academic communities in Washington, D.C. Fellows are encouraged to consult with counterparts in the United States, and to participate in the many conferences and seminars held at NED and at the various universities, think tanks, and nongovernmental organizations in the metropolitan area.

Eligibility Requirements for All Applicants

  • Citizens of any country may apply
  • Proficiency in the English language
  • Topics focusing on the political, social, economic, legal, or cultural aspects of democratic development
  • Availability to be in residence at the International Forum for Democratic Studies in Washington, D.C., during the year for which candidates are applying for a fellowship.

Eligibility – Practitioner Track

Applicants interested in the practitioner track are expected to have substantial practical experience working to promote democracy or human rights in their country of origin or interest. There are no specific degree requirements for the practitioner track. A Ph.D., for instance, is not required of practitioner applicants. While there are also no age limits, applicants on the practitioner track are typically mid-career professionals with several years of professional experience in the field of democracy and human rights.

Examples of eligible candidates for the practitioner track include human rights advocates, lawyers, journalists, labor leaders, political party activists, diplomats, professional staff of civic or humanitarian organizations, and other civil society professionals from developing and aspiring democracies.

Eligibility – Scholarly Track

Applicants interested in the scholarly track are expected to possess a doctorate (a Ph.D., or academic equivalent) at the time of application, to have a proven record of publications in their field, and to have developed a detailed research outline for their fellowship project.

Examples of eligible candidates for the scholarly track include college and university professors, researchers, journalists, and other writers from developing and aspiring democracies. Distinguished scholars from the United States or other established democracies are also eligible to apply. Occasionally, a professional who is planning to write a book or other scholarly publication may qualify to apply on the scholarly track.

English Language Requirement

A working knowledge of English is a prerequisite for participation in the Reagan-Fascell Democracy Fellows Program. All application materials must be submitted in English. While fellows’ primary product may be in their native language, they should have a solid command of written and spoken English for general communication purposes.

Individuals Ineligible to Apply:

  • Students seeking scholarships, or other types of financial aid, to defray the cost of their education
  • Ph.D. candidates & postdoctoral scholars seeking funding to pursue doctoral/postdoctoral research
  • Professionals seeking financial assistance to pay for trainings, attend conferences, or pursue internships
  • Individuals without proficiency in the English language
  • Applicants whose projects fail to draw a connection to democracy and human rights
  • Candidates unable to be in residence at the International Forum for Democratic Studies in Washington, D.C., during the year for which they are applying for a fellowship.

2014 Norman Borlaug International Agricultural Science and Technology Fellowship Program.

The U.S. Department of Agriculture is now accepting applications for the 2014 Norman E. Borlaug International Agricultural Science and Technology Fellowship Program. The program offers training and collaborative research opportunities to scientists, researchers and policymakers from 28 eligible countries. Fellows will work one-on-one with a mentor at a U.S. university, research center or government agency, usually for 6-12 weeks. The U.S. mentor will later visit the fellow’s home institution to continue collaboration.

 

Eligibility

To be considered for the Borlaug Fellowship Program, candidates must:

  • Be citizens of an eligible country
  • Be fluent in English
  • Have completed a Master’s or higher degree
  • Be in the early or middle stage of their career, with at least two years of practical experience
  • Be employed by a university, government agency or research entity in their home country
  • Demonstrate their intention to continue working in their home country after completing the fellowship

Applicants are selected based on their academic and professional research interests and achievements, level of scientific competence, aptitude for scientific research, leadership potential, likelihood of bringing back new ideas to their home institution, and flexibility and aptitude for success in a cross-cultural environment. Consideration is also given to the relevance of the applicant’s research area to the research topics highlighted in the application announcement and to global food security and trade.

The 2013/2014 Nestle Nutrition Institute Postgraduate Fellowship.

Nestle Nutrition Institute Postgraduate Fellowship is awarded to professionals interested in carrying out research in the fields of young women’s health, mother and child health and nutrition. The fellowship grants are awarded to health professionals applying for post-graduate research training.

Fellowship Worth

  • The NNI will cover the fellow’s roundtrip travel to the host Institution, lodging expenses and a monthly stipend in addition to any host institution fees and some study related expenses up to 20’000 CHF.
  • The amount of 20’000 CHF applies for the longer length projects.
  • A proportion of this amount will be paid to shorter duration projects. The money will be given to the host Institution which will disburse it to the fellow. In no case will any money be given directly from the NNI to the fellow.

Administrative requirements

  • Fellowships are available for post graduate qualifications only.
  • Fellow has to be affiliated with an academic/clinical institution
  • Potential candidates should submit an application describing their interest in participating in the NNI Pediatric Nutrition Fellowship (to access Application Form click here).
  • The application form must be accompanied by the following:
    • 1. Details of their current level of training,
    • 2. Curriculum Vitae,
    • 3. A plan of the proposed training/activity clearly indicating its specific outcomes and
    • 4. Two letters of recommendation (1 from the institution where the candidate is working and 1 from the host institution*).
    • 5. Letter stating intent to return to the home country upon completion of the training program.

*Host Institution (Sites) – any scientific institution offering a program in the fields of Maternal and/or Child Health and Nutrition

Assessment of Applications

A Panel of members of the NNI Faculty with relevant expertise in a given field will assess all Fellowship applications. The following will apply:

  • Priority consideration for this prestigious fellowship will be given to candidates in junior positions from emerging countries.
  • The candidates’ history of previous or alternate grants will be taken into consideration.
  • Candidates will be notified of the NNI’s decision by letter.

Exclusions

The Panel will not accept applications, which are submitted by:

  • Candidates who have already spent more than 12 months outside their home country during the 3 years preceding the application. Exceptions could be made if the applicant can justify how this additional training will supplement the one(s) already obtained.
  • Candidates who have already left their country at the time of applying for the fellowship.
  • Candidates who have completed more than one half of any training programme they may already be enrolled in.
  • Candidates who, at the time of submitting their application, already have a grant from any other training program.
  • Applications will not be entertained if the applicant’s home country law prohibits the nature of this activity.

Conditions

  • Successful candidates will be required to start their training within 1 year of being notified of the fellowship award.
  • Duration of the support for the research training lasts for a minimum of 6 weeks to a maximum of 6 months.
  • Upon certification, fellowship awardees return to their home countries.

President Obama Announces the Washington Fellowship for Young African Leaders.

On the 29th of June 2013, President  Barack Obama in front of an audience of more than 600 dynamic young leaders from South Africa, Kenya, Nigeria, and Uganda,  announced the Washington Fellowship for Young African Leaders, the new flagship program of the President’s Young African Leaders Initiative (YALI).  Beginning in 2014, the program will bring more than 500 young African leaders to the United States each year for leadership training and mentoring.  It will also create unique opportunities in Africa for Fellows to use their new skills to propel economic growth and prosperity, and strengthen democratic institutions.

The Washington Fellowship will:

  • Invest in a new generation of young African leaders who are shaping the continent’s future.
  • Respond to the strong demand by young African leaders for practical skills that can help them take their work to the next level in the fields of public service and business.
  • Deepen partnerships and connections between the United States and Africa.
  • Build a prestigious network of young African leaders who are at the forefront of change and innovation in their respective sectors.

Washington Fellows will primarily be between 25 and 35 years old, have a proven track record of leadership in a public, private, or civic organization, and demonstrate a strong commitment to contributing their skills and talents to building and serving their communities.

Welcoming Promising Leaders to the United States

Beginning in 2014, each year the United States will bring 500 of Africa’s most promising young leaders to U.S. universities for training in public management and administration; business and entrepreneurship; and civic leadership.  Training in each of these sectors will focus on the skills young African leaders need to run better ministries, start and grow businesses, and serve their communities.  Within the next five years, theinitiative aims to grow to 1000 young leaders each year.

Washington Fellows will spend six weeks at top American universities and colleges that will provide tailored training in the sectors above, leveraging top faculty, cutting-edge curricula, and local opportunities to impart practical professional and leadership training.  Formal university training will be augmented by workshops, mentoring, and networking opportunities with leaders in each field, as well as internships across the United States.

For example, U.S. agencies such as the Overseas Private Investment Corporation and the Export-Import Bank will host Washington Fellows as interns to expose them to the U.S. workplace and practices, and build their technical skills.  Washington Fellows will also benefit from partnerships with American companies like Boeing, which will provide leadership training at the Boeing Leadership Center in St. Louis to extend Fellows’ campus-based training.  The Fellows will also have the chance to interact with President Obama during an annual Summit in Washington, D.C., along with other senior U.S. government, business, and civic leaders.

Investing in Opportunities on the Continent

The U.S.-based training Washington Fellows will receive is only the beginning of the long term investment the United States will make in these young leaders.  To ensure that participants can put their newly-acquired skills and experiences to use, the U.S. Government is working with businesses, governments, and institutions to create meaningful opportunities to allow them to put their skills to practice in Africa.

The Washington Fellowship will offer participants valuable access to internships and job opportunities in the private and public sectors.  We are establishing partnerships with companies, government ministries, research institutions, regional organizations, and non-profit and community-based organizations across the region to provide meaningful career opportunities for these young leaders.  For example, Microsoft will connect Washington Fellows with internships in their offices across Africa, including in Cairo, Tunis, Casablanca, Abidjan, Dakar, Accra, Lagos, Abuja, Luanda, Johannesburg, and Nairobi.  Ethiopian Airlines will offer participants the opportunity to train at their business management and corporate governance platforms at its hubs around the world.

Washington Fellows will have access to dedicated funding opportunities to support their ideas, businesses, and organizations.  More than $5 million in small grants will be awarded in the first three years by the U.S. African Development Foundation to Washington Fellows seeking to start their own businesses or social enterprises.  The U.S. Department of State will invest an additional $5 million over the course of the program to help alumni establish or grow non-governmental organizations, undertake a project to improve their community, or work collaboratively to build the network of young African leaders, including reaching into underserved areas.  USAID will establish regional hubs and coordinators to connect Washington Fellows to these opportunities and leverage over $200 million in ongoing youth programs and initiatives on the continent.

Sustaining a Strong Alumni Network

Washington Fellows will be a part of a vibrant network that will continue to connect them to new opportunities in Africa and to each other.  Regular local and regional events and networking opportunities will sustain strong ties over the years as program participants assume leadership positions in their respective sectors.  Participants will be required to mentor other promising young leaders, enhancing the impact and sustainability of the initiative, and growing the network to encompass other leaders, especially in disadvantaged communities.

CRITERIA FOR APPLICANTS:

  • Be a citizen of and reside in a sub-Saharan African country. Persons holding U.S. citizenship or permanent residency are ineligible.
  • Speak and write proficiently in English.
  • Be between 25-35 years of age at the time of application submission, although exceptional candidates younger than 25 will be considered.
  • Have a proven record of leadership and accomplishment in public service, business or entrepreneurship, or civic engagement.
  • Demonstrate a commitment to public or community service, volunteerism, or mentorship.
  • Be committed to return to Africa and contribute their skills and talents to build and serve their communities.
