AVAC Advocacy Fellows Program 2022 for mid-career & emerging advocates on HIV prevention (Funded)

AVAC’s Advocacy Fellows Program launched in 2009. It is designed to support emerging and mid-career advocates to design and implement advocacy projects focused on HIV prevention in their countries and communities. In addition to this focus on HIV, Fellows’ project goals may also incorporate a focus on broader health equity, structural issues and/or TB or COVID-19 prevention. Advocacy Fellows carry out their projects while based at Host Organizations that serve as active partners in the Fellows Program process. AVAC provides technical and financial support to Fellows—both salary and project budget—for the duration of the Fellow period (April 2022 – September 2023).

The AVAC Advocacy Fellows Program fosters a network of deeply informed, skilled and confident advocates to strengthen and expand advocacy for HIV prevention locally, regionally and globally. Their voices accelerate ethical research and equitable access to interventions, and their oversight demands accountability so that interventions that work reach those who need them most

The Advocacy Fellows Program will run for 18 months, from April 2022 through September 2023.

Eligibility

  • Emerging or mid-career community leaders and advocates interested in strengthening advocacy skills and advocating for HIV prevention. While the primary focus is on HIV biomedical prevention interventions, applicants can also incorporate advocacy that includes COVID-19 prevention.
  • Individuals with experience or education in HIV and/or COVID-19 or other areas of public health, or in advocacy for key populations, such as sex workers, LGBTQ individuals and drug users, among others, or in advocacy for social and economic justice.
  • Individuals based in low- and middle-income countries with high HIV burdens and where HIV prevention research is ongoing or where new interventions are being introduced. Please note that for 2022 fellowships, the priority focus is on eastern and southern Africa.
  • Those proficient in the English language.
  • Those able to demonstrate awareness of ongoing HIV or COVID-19 prevention in respective countries and a willingness to learn more, although extensive knowledge is not required. They must also provide a strategic analysis of how to influence local landscapes.

Benefits

  • Knowledge building, technical support, mentorship and advocacy development to implement projects that advance HIV prevention, and may also address COVID-19 prevention and the structural factors that drive epidemics and pandemics. Both Advocacy Fellows and their Host Organizations gain these benefits.
  • Connection to a global network of advocates, including current and alumni AVAC Fellows, researchers, implementers, government representatives, civil society leaders and other individuals and organizations in the field of health and rights.
  • Financial support for project implementation over 12 months. Through a grant to the Host organization, the Fellow will receive full-time salary support, a budget for project execution and access to a discretionary fund for specific travel, infrastructure needs, and information technology (IT) needs.
  • Overhead administration funding to the Host Organization to cover costs associated with hosting a Fellow will be included in the grant.
  • Overhead costs incurred by the organization to administer the grant refer to expenses that are not directly attributed to the activity of the Fellows’ project. Examples include: a portion of rent, phone, and some personnel costs of the Host Organization such as the Host
  • Supervisor’s time, accounting and administrative staff time. Overhead costs are calculated at 15 percent of the total grant for indirect costs and an additional 10 percent specifically allocated for supervision and mentorship support.
  • Increased skillset, including communications, project management, research literacy, advocacy and convening

AVAC Advocacy Fellows Program 2020 for mid-career & emerging advocates on HIV prevention (Funded)

The Advocacy Fellows Program is a project of AVAC. It is designed to support emerging and mid-career advocates to design and implement advocacy projects focused on HIV prevention research and implementation in their countries and communities. Advocacy Fellows carry out their projects while based at “Host Organisations” that are active partners in the Fellows Program process. AVAC provides technical and financial support to Fellows—both salary and project budget—for the duration of the Fellow year(April 2020–March 2021).

The overall goal of Advocacy Fellows is to expand and strengthen the capacity of civil society advocates and organisations to monitor, support and help shape HIV prevention researchand rapid rollout of new effective interventions in low-and middle-income countrieswith high HIV burdens. The programis guided by the belief that effective, sustainable advocacy grows out of work that reflects countrylevel organisational and individual interests and prioritiesand is led by passionate advocates who are motivated to bring change.

The Fellows program is implemented through a close collaboration among the Advocacy Fellow, the Host Organisationand AVAC.

The Advocacy Fellows Program will run for one year,fromApril 2020toMarch 2021.Selected Advocacy Fellows should also plan to spend a few days working closely with AVAC and their hosts to develop their work plans before the Fellows Program year begins.

The Advocacy Fellows Program seeks the following:

•Emerging or mid-career community leaders and advocates involved or interested in advocacy around HIV prevention research and implementation, particularly the areas described in Question 3above.

•Individuals with some experience or education in the areas of HIV and AIDS, public health, medicine, international development, women’s rights, communications, or advocacy with key populations, such as sex workers, LGBTQ individualsand drug users.

•Individuals based in low-and middle-income countries with high HIV burdens and where biomedical HIV prevention clinical research is planned and or ongoing and/or where there is current work on implementation of newer biomedical prevention strategies (such as pre-exposure prophylaxis or PrEP, treatment, VMMCand multi-intervention programs such as the DREAMS Initiative for adolescent girls and young women or AGYW.) Advocates can also develop proposals that seek to catalyze plans and policies in countrieswhere little activity on these issues has happened to date.Please visit the Prevention & Research database and www.avac.org/trial-mapand specific resources noted in Question 25 below to identify countries where research and implementation is ongoing or planned.

•Those people proficient in the English language. Applications are encouraged from all countries where biomedical prevention research or rollout is ongoing,however the Advocacy Fellow and key staff at her/hisorganisationmust be able to communicate with AVAC staff in English.

•Demonstrated awareness of and willingness to learn about ongoing prevention research and implementation in their respective countries, although extensive knowledge in biomedical HIV prevention is not required. They must also be able to demonstrate strategic analysis of how Fellows Program activities will relate to local prevention landscapes.

•Opportunities for networking and information sharingwith other Advocacy Fellows and abroader community of advocates including activists, scientists, clinical trial staff and other stakeholders working in the HIV movement.

•A small stipend and technical assistancefor the selected Advocacy Fellow for the initial development of a detailed work plan (up to threedays over a maximum of two months). This phase takes place before the official Fellows Programyear begins.

•Financial support and technical assistancefrom AVAC for project implementation over 12 months. Through a grant to the Host organisation, the Fellow will receive full-time salary support, a budget for project execution and access to a discretionary fund for specific travel, infrastructure or and information technology (IT) needs.(Please note that in some very specific circumstances, Fellows can be permitted to commit less than 100 percent to the Fellows Programs. These arrangements must be raised early on in the process.Please see Question 20below)

•Overhead administration funding to the Host Organisation to cover costs associated with hosting a Fellow will also be included in the grant. Overhead costs are those that are incurred by the organisation to administer the grant that cannot be directly attributed to the Fellows Program activity (for example, proportion of rent, phone, some personnel costs such as executive director, accounting and administrative staff time) and calculated as a percentage of the overall grant.

The HIV Prevention Research Advocacy Fellows Program pairs emerging leaders in advocacy and activism with existing organizations to develop and execute creative, context-specific projects focused on HIV prevention research. Fellows projects focus primarily on advocacy around biomedical HIV prevention research (such as clinical trials of vaccines, microbicides, pre-exposure prophylaxis) or rollout of male circumcision for HIV prevention. Fellows projects may also focus on “test and treat” or ARV treatment as prevention strategies, which are under active discussion in many contexts.

Fellows receive training, financial support, and technical assistance to plan and implement a targeted one-year project within host organizations focused on HIV/AIDS.

The Advocacy Fellows Program will run for one year, from April 2019 to March 2020. Selected Advocacy Fellows should also plan to spend a few days working closely with AVAC and their hosts to develop their work plans before the Fellows Program year begins.

• Those proficient in the English language . Applications are encouraged from all countries where prevention research is ongoing or rolling out, however the Advocacy Fellow and key staff at his/her Organisation must be able to communicate with AVAC staff in English.

Timeline:

  • 18 July 2018 : Call for 2019 Fellows Applications open
  • 7 August 2018 : Informational teleconference for potential applicants
  • 7 September 2018 : Deadline– Applications Due Early October 2018
  • Shortlisted applicants notified regarding advancement to next stage. Additional financial information from the Host Organization is due 2 weeks after notification.
  • October 2018 : Interviews with short-listed candidates and Host Organisation representatives
  • October– November 2018 : External independent review process
  • December 2018: Selected Advocacy Fellows notified
  • December 2018 – March 2019 : Work plan and budget development; preparation and signing of grant agreement. A total of three days over two months is required for the process. This may be undertaken while the Advocacy Fellow is still employed, if applicable, in her/his current position.
  • Please also note that full participation in work plan development activities including conference calls and timely submission of documents is required. Fellows Program offers are provisional until the grant agreement is signed.
  • April 2019– March 2020 Advocacy Fellows Program (full-time)
  • April 2019 : Fellows Orientation Workshop: The workshop introduces and orients new Advocacy Fellows and Host Organisation Supervisors into the program, and provides an opportunity for networking and building peer/mentor relationships among new Advocacy Fellows, alumni and Host Organisations
